  1. To estimate the facilities needed.
  2. To develop preliminary architectural plans.
  3. To ascertain preliminary costs.
  4. To develop a financial plan for defraying the total cost.
  5. To continue with the building process until completion of the project as outlined in the discipline.
  6. To report to the Charge Conference/Church Council.
